Relating to declaring any person related within the third degree by affinity or consanguinity to an heir, legatee or devisee who is a minor or person non compos mentis under estate within the provisions of Title 52 of the Revised Statutes of 1911, to be a person interested in such estate and authorized to do any act which a person so interested may do under the provisions of said Title 21.
