Relating to creating the Hext Common School District in Menard County, Texas, including therein the present Hext Common School District no. 18 in Menard county; providing a board of trustees therefor, vesting said common school district board of trustees with all the rights, powers, privileges and duties conferred upon common school districts incorporated under the general laws of Texas.
