Relating to regulating the construction of locomotive engines, tank and tenders used in intrastate commerce; conferring upon the railroad commission the power and duty to enforce; making it unlawful for any party to use a locomotive engine not in compliance with this act and the orders of the railroad commission; fixing a penalty for the violation thereof.
