Relating to placing all motor vehicles operating for hire over the highway of this State under the jurisdiction of the Railroad Commission; defining motor vehicles, motor carriers, public highways, Railroad Commission, Highway Commission, and declaring all motor carriers to be common carriers subject to the regulations of the State of Texas.
