Relating to repealing that portion of Article 4011 of the Revised Civil Statutes requiring that if any corporation, company, association or person mentioned shall grant to any minister of religion, a free pass over its lines of railroads, it shall issue like free transportation to each and every minister of religion who may make application therefor.
