Relating to repealing certain statute of the Penal Code of the State of Texas making it a misdemeanor for any person to give or deliver, or cause to be given or delivered, or be in any way concerned in the gift or delivery of any spirituous, vinous, malt or intoxicating liquors to any person under the age of twenty-one year, without the consent of the parent or guardian of such minor.
