Remarks: Enabling legislation for SJR 12. This Act takes effect on the date the constitutional amendment proposed by SJR 16, 77th Legislature, Regular Session, 2001, takes effect and only if SB 4, 77th Legislature, Regular Session, 2001, becomes law.
