Relating to the continuation of the State Securities Board and to the membership, qualifications, powers and duties, and administration of the board and the powers and duties of the Securities Commissioner; to procedures for registration of dealers, agents, and salesmen; authorizing certain fees, assessments, and charges; providing for hearings and judicial review; providing for exemption of certain transactions; requiring an annual audit; providing enforcement procedures and penalties and a limitation period for indictment for certain offenses.
