Relating to the creation, membership, powers, and duties of the Texas Diabetes Council and to the development of public awareness and training and to other duties by the Texas Department of Health, the Texas Commission for the Blind, the Texas Rehabilitation Commission, the Texas Department of Human Resources, and the Central Education Agency; providing that funds for travel reimbursement shall be appropriated to the department.
