Adding Section 5.146 to the Water Code, as amended, so as to exempt a person from obtaining a water permit when the water is to be used for drilling oil and gas wells; protecting water rights; providing that the exemption does not extend to certain other oil and gas field uses; providing for ceasing such use when ordered by the Texas Water Rights Commission and establishing penalties and injunctive relief to enforce commission orders.
