Relating to an increase in monthly benefits payable by the Employees Retirement System of Texas to certain annuitants; creating a new Benefit Increase Reserve Fund for money appropriated for adjustments of preexisting annuities made effective on or after June 1, 1977; providing for the accrual of interest on Benefit Increase Reserve Fund assets; authorizing and making an appropriation to fund the increases; conditioning such increases on that appropriation; providing that creditable service and benefit rights may not be diminished or impaired.
