Relating to providing that under emergency conditions, transfers of the state school apportionment of a child of school age may be made from any county of the State to any other county of the State, with the approval of the State Superintendent and of the State Board of Education, and that children so transferred shall share in the apportionment of the county funds of the county to which they are transferred.
