Relating to the protection of the property and lives of citizens in a part of Brazoria County and conserving and increasing Harbor Facilities at the mouth of the Brazos River in Brazoria County and preventing the shoaling of the waters on the bar of the Harbor caused by deposit of silt from the floodwaters of the Brazos River by granting and donating for a term of 25 years a portion of the State ad valorem tax levied and collected in this portion of Brazos County to provide for the construction of the necessary breakwaters, levees, dikes, floodways and diversions and providing for the diversion of the channel of said Brazos River near its mouth.
