Relating to maternity and infancy welfare and hygiene; accepting the provisions of an Act of the United States Congress approved December 23, 1921 and known as the "Sheppard-Towner Act," providing that the work shall be carried on through the State Board of Health, through its Bureau of Child Hygiene.
