Relating to appropriating the sum of Nine Hundred Seventy-seven Thousand, Three Hundred Thirty-two ($977,332.00) Dollars per year, or so much thereof as may be necessary, for the next biennium beginning September 1, 1939, and ending August 31, 1941, from the General Revenue Fund for the purpose of promoting public school interests, etc.
