Relating to validating bonds and other instruments or obligations heretofore issued by Water Control and Improvement Districts, Water Improvement Districts, Irrigation Districts, Conservation and Reclamation Districts, Drainage Districts, Levee Districts, Navigation Districts, Road Districts, School Districts, Counties, Cities, Incorporated Towns and Villages of this State for public works projects or for the funding or refunding of indebtedness theretofore incurred.
