Relating to authorizing the Commissioners' Court of certain counties to rent or let to any landowner any tractor, grader, machinery, or equipment belonging to said county to be used in construction for the purpose of soil conservation and soil erosion prevention, and for the purpose of constructing water tanks and reservoirs.
