Relating to creating a Special Road Law for Orange County, Texas, providing that said County may refund the indebtedness outstanding against its Road and Bridge Fund as of March 1, 1945, in an amount not to exceed Eighty Thousand Dollars ($80,000), by the issuance of refunding bonds.
