Relating to amending certain Statutes so as to authorize the Railroad Commission of Texas to require the recycling of hydrocarbon gas back into the reservoir from which said gas was produced so as to maintain fresh reservoir pressure and conserve reservoir energy by preventing gases coming out of solution.
