Relating to amending certain Articles providing that the exemption of veterans of the present World War from the payment of dues, fees, and charges by state educational institutions of higher learning shall not prevent the payment by the Federal Government of the costs of education of eligible veterans in said educational institutions, and authorizing the governing boards of such educational institutions to enter into contracts with the United States Government or any of its agencies for the education of such veterans.
