Relating to providing for the escheat of unpaid and unclaimed proceeds of oil, gas and other mineral estate or interest held by any oil, gas or other mineral producer, transporter, storer, processor or purchaser to credit of or owing to any owner thereof, and remaining unpaid for as long as seven years; repealing all laws and parts of laws in conflict herewith and providing that if any part of this Act is held void same shall not affect the other parts thereof.
