Relating to authorizing cities and towns, including home rule cities, which heretofore have issued or hereafter may issue bonds payable from revenues of light and power systems to issue additional bonds payable form such revenues for purpose of improving and extending such systems such additional bonds to constitute a lion upon said revenues in order of their issuance inferior to lien securing payment of bonds previously issued; enacting other matters related to the subject; providing a severability clause.
