Relating to ratifying, confirming and validating all resolutions and orders adopted by the Commissioners Court of Jefferson County, Texas, and the election held thereunder in the Port District known as the Port of Beaumont Navigation District of Jefferson County, Texas, on the twenty-first day of June, 1949; repealing all laws or parts of laws in conflict herewith.
