Relating to amending statutes so as to provide that no action shall be brought in any court in any of the cases enumerated therein unless the promise or agreement upon which such action is brought, or some memorandum thereof, is in writing and signed by the party to be charged therewith or by some person by him thereunto lawfully authorized in writing.
