Relating to amending the Texas Motor Vehicle Safety-Responsibility Act by removing the requirement that a "motor vehicle liability policy" be one that is certified by the insurer as proof of financial responsibility and by providing that every policy be subject to certain provisions regardless of whether such policy has been certified by the insurer as proof of financial responsibility.
