Relating to providing for the repeal of Statutes; levying a tax upon the sale or use of cigarettes in this State, providing that cigarette tax stamps shall not be required to be purchased and affixed to sample packages of cigarettes when the manufacturer pays the said tax thereon directly to the State, allocating the funds derived under said Statutes; providing an additional tax on the sale or use of cigarettes in this State.
