Relating to repealing certain Articles of the Penal Code concerning wage rates, hours of work and contracts for skilled and unskilled labor on public works construction in the State with provisions for the authorization of enforcement and regulation by the State Commission of Labor Statistics, and setting forth these provisions anew; providing a penalty.
