Relating to setting aside two per cent (2%) of all moneys collected under the Limited Sales, Excise and Use Tax Act, for use by the city councils and/or governing bodies of the cities in counties having a population of less than forty-five thousand (45,000), to promote industrial expansion; providing an effective date.
