Relating to amending certain Acts by changing the date of the election for Trustees in Independent School Districts having two hundred thousand (200,000) or more scholastics according to the last official scholastic census and wherein there is situated a city having a population of nine hundred thousand (900,000) or more inhabitants according to the last Federal Census, and having a board of seven (7) Trustees.
