Proposing an amendment to the Constitution of Texas so as to provide for an increase in the membership of the State Senate from thirty-one to thirty-nine members, to fix the membership in the House of Representatives at one hundred fifty members, to provide for the election of Senators in 1966 and thereafter, and to delete the limitation that no single county is entitled to more than one Senator.
