Relating to providing for the creation of special pollution control funds at the state, county, and city levels, to receive moneys collected as fines or penalties on the conviction of persons found in violation of the laws involving the pollution of the air and waters of the state; providing for division of such funds between the agencies, making allowance for the acceptance of any gifts, grants, or bequests by a pollution control agency and the deposit of these moneys in the Special Pollution Control Fund; providing for the disbursement and expenditure of the Special Pollution Control Fund for certain specified purposes and in ways specified by the regular purchasing procedures of the agencies as prescribed by law.
