Relating to validating proceedings relating to the issuance of revenue bonds authorized by incorporated cities, towns and villages under certain conditions; providing for the issuance of such revenue bonds, for their security and payment, their approval by the Attorney general and registration by the Comptroller of Public Accounts; limiting the application of this Act.
