To clarify the power to provide disposal systems; providing for a procedure for the dissolution of pollution control districts after annexation in whole or in part by municipal corporations and for the assumption of indebtedness, properties and duties thereof by such annexing municipal corporation; providing a severability clause; and declaring an emergency.
