Relating to the district offices, meeting places, and records of certain districts created under the authority of Article III, Section 52, as amended, and Article XVI, Section 59, as amended, of the Texas Constitution, amending Section 54.110 and Subsection (a) of Section 54.109 of and adding Sections 50.053, 50.054, 51.0941, 51.0951, 51.0961, 53.090, and 53.091 to the Water Code; and declaring an emergency.
