Relating to primary elections held by political parties; providing for the conduct and financing of joint primary elections for all parties making nominations by the primary election process; also making changes with respect to other affairs of political parties and to other matters relating to the nomination and election of candidates, which are necessitated by the changes in the law with respect to primary elections; containing penal provisions.
