  • Study investor-owned water and sewer utility companies. The study should relate, at least in part, to an assessment of the problems from regulation of the companies by municipalities and by the Public Utility Commission and to problems from current practices and regulations relating to:
    (1) financing for construction of facilities
    (2) financing of long-term debt
    (3) contributed property; and
    (4) depreciation
