- Make a comprehensive study of the total needs for continuing and adult education in Texas over the decade 1980-1989.
- Determine the role that institutions of higher education play in providing continuing education to the citizens of Texas and determine the needs of the general adult population. Make recommendations for improving adult education.
- Study and determine what should be done to achieve coordination and cooperation across state and agency lines in order that all migrant children may receive a comprehensive education.
