|• Monitor and oversee legislation enacted during the 72nd Regular and Special Called Sessions that was considered by the Human Services Committee; Performance Audit Review Recommendations; and any agency-initiated changes.|
Carry out budget and oversight responsibilities for all agencies, boards, and commissions listed in Rule 3, Section 17.
A. Monitor and oversee documentation of salary increases.
B. Verify the number and status of outcomes and outputs as identified in the Appropriations Bill (HB 1, 72nd Legislature, 1st Called Session).
C. Review agencies' existing performance standards and determine whether new standards are needed.
|• Study inappropriate admissions and dismissal of adolescents to psychiatric hospitals (in coordination with Committee on Insurance's study of effects of mental health insurance).|
|• Study the implementation of the Pre-admissions Screening and Annual Resident Review (PASAAR) (OBRA '87 mandate) including the areas of program design, Alternate Disposition Plan (ADP), accountability, and residents' rights and training.|
|• Study electronic benefits transfer.|
|• Study the improvement of maternal and child health care services, including maximizing federal funds, removing barriers to services and exploring methods of creating a coordinated system of services to eligible pregnant women and children.|
|• Monitor child protective services in the proposed structure of the Department of Protective and Regulatory Services including criteria used in "priority" classifications and intervention methods and response time per classification; services provided to children over the age of 10 and to special needs children; value of family preservation services; and problems associated with abuse or neglected children in one-parent homes.|
|• Study health care in women's correctional facilities.|
|• Monitor and Coordinate with the Texas Health Policy Task Force as it relates to trauma care in Texas.|
