- Assess the state's well-plugging and site remediation program to determine if the current funding mechanism and program operations are addressing the state's obligations efficiently.
- Examine the current financial assurance mechanisms required by the Railroad Commission for new drilling operations to determine whether they are sufficient to cover current and future well-plugging costs.
- Evaluate the feasibility of creating a voluntary cleanup program, similar to the program created at the TNRCC, for oil field sites under the jurisdiction of the Railroad Commission.
- Conduct active oversight of the agencies under the committee's jurisdiction.
