Make a complete study of Texas banks and banking for the purpose of determining
(1) methods of encouraging Texas banks to invest in local enterprises as opposed to making out-of-state investments;
(2) practices of the State Depository Board with regard to
(a) demand versus time deposits, and
(b) selection of banks as depositories of the state;
(3) a possible state insurance program to supplement the Federal Deposit Insurance Corporation; and
(4) any other matters relating to banks and banking which may affect the Texas economy either advantageously or adversely.
