Charges
- To monitor all activities and to have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 26.
- To study trends in the infection levels and population of AIDS and HIV infected individuals and to study the effect of AIDS-related legislation enacted by the 71st Legislature (joint study with Appropriations Committee).
- To study the economic status of Texas hospitals and the effect that uncompensated care, tax credits and other factors or incentives have on the viability of rural and urban hospitals.
- To study substance abuse problems of Texas youth.
- To study indigent health care funding.
- To study the impact of AIDS on public health care costs and hospital costs in Texas (joint study with Appropriations Committee).
- To study the benefits and public necessity of licensing and regulating medical laboratories in Texas, including the relative merits of state regulation versus federal regulation.
- To review the Texas state statute (Art. 4542a-1, Sec. 40, V.A.C.S) concerning the substitution of generically equivalent drugs for brand named pharmaceuticals.
- To study prescription drug programs provided under health insurance policies or contracts and employee benefit plans.
