Charges

• Examine problems facing local governments in Texas. Study the implications of the changes in federal policies directed toward urban problems. Assess whether local governments have the appropriate degree to statutory flexibility to deal with local problems either through their own actions or in conjunction with other jurisdictions in their area. Limited purpose annexation, transportation, the use of bond issues and taxation as tools of urban finance, and mechanisms for state-local information sharing or cooperation are to be addressed.
