Charges
- To study the various water districts and river authorities created under the Texas Constitution to determine if their powers and duties are appropriate for the management of the state's water resources and to determine if the state's role relative to the creation and operation of these authorities should be changed.
- The report should include findings and supporting data relating to whether the legislature should make water districts and river authorities more accountable to the state, and if the state should be more involved in the creation and operation of these authorities.
