1. Continue Cutting Property Taxes: Identify the best combination to further increase the amount of homestead exemption and compression to continue cutting Texans' property taxes. Additionally, establish and report on the cost of eliminating:
  • School maintenance and operation property taxes;
  • All school property taxes; and
  • All property taxes.
Determine the fiscal consequences of each action, including whether revenue reallocations would be required for public education funding and local government funding, and impacts on the state's ability to respond to disasters and other urgent priorities. For example, determine the effect on other state programs if general revenue were used to fully replace school property taxes, particularly during economic downturns. Evaluate and report on how much state revenue would need to be generated to replace foregone property tax revenue, and from what source.
2. Mental Health Services and Inpatient Facilities: Monitor the implementation of SB 30, 88th R.S., with regard to appropriations made for expanding mental health services and inpatient facilities across the state. Report on the progress of inpatient facility construction projects. Assess and report on the effectiveness of spending on mental health services.
3. Monitor Property Tax Relief and Infrastructure Funds: Monitor the appropriations supporting, and implementation of, the following legislation passed during the 88th Legislature, Regular or Special Sessions, and approved by voters, amending the Texas Constitution:
  • Property Tax Relief: SB 2, 88th 2nd C.S. and HJR 2, 88th 2nd C.S.;
  • Texas Energy Fund: SB 2627, 88th R.S. and SJR 93, 88th R.S.;
  • Texas Water Fund: SB 28, 88th R.S. and SJR 75, 88th R.S.;
  • Centennial Parks Conservation Fund: SB 1648, 88th R.S. and SJR 74, 88th R.S.; and
  • Broadband Infrastructure Fund: HB 9, 88th R.S. and HJR 125, 88th R.S.
4. School Enrollment Trends: Study post-pandemic student enrollment trends, and examine the possible causes behind the shift in student enrollment, including the rise in homeschooling, micro-schools, and other parental choice options. Make recommendations to ensure parents and educators have the tools and resources needed to respond to the projected enrollment changes and ensure that every child has the best educational options available to learn.
5. Texas Moving Image Industry Incentive Program: Review the expenditure of funds appropriated to the Texas Film Commission for the Texas Moving Image Industry Incentive Program (TMIIIP) by the 88th Legislature and assess the effectiveness of the program in promoting media production and stimulating local economies through job creation and business growth. Analyze application trends before and after the appropriation, with attention to high- profile or large-budget productions. Additionally, review other states and international incentive programs and evaluate Texas's workforce and educational needs in media production. Provide recommendations to improve the TMIIIP’s transparency and enhance Texas's competitive position.

3. Study the effects of declining migratory species, such as the monarch butterfly, as well as native and domesticated bee populations on agricultural production and its economic impact on the state. Identify possible causes of the population changes and monitor national trends. Make recommendations on how to improve and promote monarch butterfly and bee populations and habitats in the state. 5. Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 84th Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

1. A study of developing federal policies regarding park development, and explore a multigovernmental approach to park development and operation.
2. A study of the saltwater fishing industry in order to enhance the environment for the production, harvesting, and marketing of aquatic products and to safeguard the Texas fishing and tourist industries.
3. Oversight responsibility of agency expenditures and related transactions. This function shall encompass a review and monitoring of all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 65th Regular Session of the Legislature, to wit: Air Control Board General Land Office and Veterans' Land Board Parks and Wildlife Department Board of Managers of Texas State Railroad
4. A study of the public and private involvements in resource recovery operations.

1. Study the ways in which existing state agencies can improve their programs of maintaining the environment, both directly and by means of public information and education.
2. Make an extensive study of the need for improving existing parks and establishing new parks in the southern, central, and eastern portions of the state and shall include in its study innovative park programs in other states and nations.
3. Endeavor to ascertain ways in which the Texas Conservation Foundation can increase its acquisition of lands for park purposes and ways in which state agencies can work more closely with county historical survey committees in preserving the heritage of Texas.
4. The Committee shall attempt to locate sites for a wilderness area in the state and for parks and camping areas adjacent to major cities in Texas.
5. The Committee shall study pilot programs to use state parks as open air classrooms and specially trained rangers as guides to teach children ecological courses arranged through the Texas Education agency and to employ school-aged, elderly, disadvantaged, and unemployed persons in park maintenance, building programs, plant and wildlife surveys, bookkeeping, and other park-related duties.
