Declaring Texas to be in a state of economic emergency due to an agricultural depression and requesting Congress to use the 1985 federal farm bill to restructure the financial burden currently facing agricultural producers and businesses and to manage agricultural production in order to achieve commodity prices that return not less than the costs of the commodity's production.
