Relating to amending certain Statutes relative to the authority of Commissioners Courts in counties having a population of not less than one hundred and ninety thousand (190,000) according to the last preceding or any future Federal Census to regulate the construction of roads or streets in subdivisions situated outside of the boundaries of incorporated towns or cities in such counties so as to provide that no map or plat or any such subdivision shall be filed or recorded until approved and authorized by the Commissioners Court; providing that no map or plat of any such subdivision which is situated within five (5) miles of the corporate limits of any incorporated town or city shall be filed or recorded until the same is approved and authorized by both the Commissioners Court and the governing body of such incorporated town or city.
