Charges
- Study present policies of granting tenure to faculty members at public institutions of higher education and determine the impact of these policies in recruitment and promotion of minority and/or young faculty, as well as on academic freedom.
- Review the funding of medical education in Texas, comparing funding trends with other states.
- Study teacher education as it relates to teacher certification and other related matters at public institutions of higher education in Texas.
- Review the structure and operation of Higher Education Authorities including their actual and intended purposes and activities, along with a review of the State's statutory responsibility toward and control over existing authorities.
- Oversight functions shall be conducted for all appropriations-related actions of the agencies assigned to ths committee for appropriative purposes during the 66th Regular Session of the Legislature.
- Monitor the activities of the select committee established by SCR 101, 66th R.S., dealing with future funding of higher education and critique the recommendations of the select committee.
- Study the feasibility of enhancing coordination of higher education by the creation of consolidated university systems and determine the influence of branch and upper-level institutions on such coordination.
- Determine the effectiveness of college campus security in terms of the training of officers, use of firearms, etc.
- Evaluate the performance of selected colleges and universities by analyzing student scores on professional licensing examinations and recommend what can be done to improve educational standards.
- Catalog the tuition exemptions offered at Texas colleges and universities and suggest changes which are needed in this regard.
