Charges

• Visit the State penitentiaries at Huntsville and at Rusk, and to examine carefully and throughly into the character, condition, and management and capacity of each said institutions, and make a report of their action. It shall also be the duty of said committee to inquire into and investigate all cases of alleged harsh or cruel treatment of convicts whether within the walls of the penitentiaries, or in convict camps, or elsewhere.
