Charges: This report should address the charges below.
1. Study all issues surrounding the use of social security numbers to obtain a driver's license. The study should consider federal law and rules as well as issues related privacy and identity theft.
2. Review the manner in which driver's license information, including arrests, convictions and other personal information, is made available for public safety and commercial purposes. The review should consider the parties who may obtain such information, the security of information, and the extent to which the system meets the needs of requesting parties.
3. Evaluate the need for county or municipal law enforcement officers to conduct motor carrier safety inspections.
4. Review the "One Call to Dig" program to determine how well it is working.
5. Conduct active oversight of the agencies under the committee's jurisdiction.

Charges: This report should address the charges below.
1. Review all issues related to speed limits and highway safety.
2. Study the system for funding county reads and bridges. Assess its adequacy and any measures that would improve the system.
3. Review the process for creating and issuing special license plates. Assess the benefits and disadvantages of a proliferation of special plates.
4. Study the effects of oversize and overweight trucks on roads and bridges, including the impact of NAFTA-related traffic.
5. Examine the implementation of HB 2151, 74th Legislature, Regular Session, and HB 2599, 74th Legislature, Regular Session, relating to the licensing of salvage vehicle dealers and to salvage vehicle titling procedures. Review federal legislation that may impact state laws relating to salvage vehicles. (Joint with the House Committee on Licensing and Administrative Procedures)
6. Conduct active oversight of agencies and programs under the committee's jurisdiction, including the implementation of SB 370, 75th Legislature, Regular Session, and monitor issues affecting state highway funding.
