Charges
• Study the structure of funds within the state treasury, particularly the impact on legislative decision making of statutory and constitutionally dedicated funds.
• Study the practices of the state and its political subdivisions pertaining to deposits.
• Study and develop an appropriate economics forecasting model for projecting current state spending patterns and trends to the year 2000.
• Determine the feasibility of certain cost-cutting measures in state agencies, including the use of electric hand dryers, use of the expanded zip-code, and the sharing of cost-cutting or expense reducing computer software programs.
• Review the capital outlay requirements of various facilities operated by the state in order to determine the need for state-owned office space in Travis County, and establish priorities with regard to the capital construction needs of all state agencies.
• Study the implications of the Fair Labor Standards Act to state government and identify and assess the procedures established by major state agencies to manage overtime requirements.
• Develop procedures which provide for the orderly disposition of records and assets held by agencies discontinued by the legislature.
• Review the salary posture of state employees through a comparison with salary rates of employees in the private sector, other states, and the federal government; and an analysis of the net gain/loss since 1980.
• Study the potential cost/benefits to the State of privatization of corrections and mental health and mental retardation programs, in conjunction with Law Enforcement and Human Services Committees.
• Study the number of paid and unpaid state holidays granted to state public employees.
